Singapore Layover at Changi: Tours, Jewel and Timing
October 25, 2026

Changi's free tour needs a layover of at least 5.5 hours, and Jewel needs about five hours plus a two-hour check-in buffer. A Singapore layover at Changi is either a wait airside or a short trip into the city, and the clock, your passport and whether your bag is checked through decide which. Changi Airport Group publishes a free guided tour for transit passengers, and it states plainly that Jewel sits outside the transit area. The layover lengths below use the rules and the tour timetable posted on the airport's own pages.
If the connection is really a stop of several days, use 4 days in Singapore instead of a tour slot. December lighting in the city is a different plan again: Singapore Christmas.
A Singapore layover by the clock
Start with three numbers from your booking, not from a wish to see the Rain Vortex.
1. The time you can realistically stand at a transit desk after you get off the aircraft, clear any arrival processing, and walk. A block time of six hours can be five hours by the time you are in the departure hall. 2. The time your onward flight stops accepting you. Jewel's own FAQ tells transit passengers to check in at least two hours before departure. The free tour publishes a latest reporting time and a minimum departure time for each departure slot. 3. Your right to enter Singapore at all. The free tour page says passengers are only permitted to enter and exit immigration once during the layover, and that passport holders from some countries, including India and Pakistan, need a valid Singapore entry visa. Other nationalities need one too. The list lives with the Immigration and Checkpoints Authority, not in a blog. If you cannot enter, stay airside. No tour and no Jewel.
Under about 5.5 hours. Stay in the transit area. The free tour's minimum layover is 5.5 hours, and only if your flights also match a published reporting time and a late enough onward departure. Jewel recommends at least five hours and still requires immigration plus a two-hour check-in buffer, which a short connection does not honestly have. Use the time to move terminals if you must, eat, and sit down. The Butterfly Garden in Terminal 3 is inside the transit area on levels 2 and 3 and is posted as open 24 hours. That is a realistic stop. A city loop is not.
About 5.5 to 9 hours. This is the band where one choice fits, not two. Either book the free tour if your arrival and departure match a row in the timetable, or, if you can enter Singapore and you accept the immigration queue, visit Jewel and turn around. Doing both on a seven-hour connection is how people miss flights. Pick one before you land.
About 9 to 24 hours. You can do one tour and still have airside time, or you can do Jewel with a wider margin. The tour rules cap you at one tour per layover. A 24-hour connection is the upper end of eligibility for the free tour. Longer than that and you are in ordinary entry rules, which may mean a different visa position. Read the ICA page for your passport rather than stretching the tour rules.
Skytrain between Terminals 1, 2 and 3 runs in both the public area and the transit area. The airport lists hours of 05:00 to 02:00. Terminal 4 is a separate shuttle. CAG posts short-notice changes when the trains are under maintenance, so look at the airport page on the day if your connection depends on a tight terminal change. Walking via travellators is the backup inside the transit area between T1, T2 and T3.

The free tour: who it is for, and the timetable
The product name on changiairport.com is Free Singapore Tour. It is a 2.5-hour guided outing for transit and transfer passengers. You may book one itinerary up to 50 days ahead, or ask at the booth if seats remain. Seats are first come, first served. Each passenger may reserve only one tour.
Eligibility, from the airport page:
- You are a transit or transfer passenger, and you will clear Singapore immigration only once during this layover.
- Checked baggage is through-checked to your final destination. If it is not, the tour is the wrong tool. You will be collecting a bag, not joining a bus.
- The layover is between 5.5 and 24 hours, and the flights fit the reporting time and the onward departure time for that specific tour.
- You can reach the booth by the reporting deadline. The airport tells you to remain in the transit area and not clear arrival immigration on your own first, because the booths are inside transit. Staff process entry as part of the tour.
- You bring your passport, boarding passes, a visa if you need one, and the booking confirmation. Entry is still an ICA decision at the checkpoint. A tour reservation is not a visa.
Booths listed on the site: Terminal 2, level 2, departure transit hall near gate F50, and Terminal 3, level 2, near gates A1 to A8. Posted hours are 08:00 to 19:00. From another terminal, use the airside Skytrain and go to Terminal 3 if you are not already at T2 or T3.
Bulky or wheeled cabin bags, alcohol and duty-free purchases have to go to baggage storage in the transit area before you register. That service charges a fee. Electronic devices may not be stored. You carry them. Tobacco, cigarettes, vaporizers and e-cigarettes are not allowed on the tour. The airport says itineraries can change with weather and traffic.
The timetable below is what fst.changiairport.com showed for tour timings. It can be revised. Recheck it when you book. Times are local.
- Heritage and Culture Tour, 10:00 to 12:30. Be at the booth before 08:30. Onward flight departs after 14:30.
- City Sights Tour, 12:00 to 14:30. Booth before 10:30. Depart after 16:30.
- Singapore River and Marina Bay Sands, 13:00 to 15:30. Booth before 11:30. Depart after 17:30.
- Sentosa Discovery Tour, 15:00 to 17:30. Booth before 13:30. Depart after 19:30.
- Singapore River and Marina Bay Sands, 16:00 to 18:30. Booth before 14:30. Depart after 20:30.
- City Sights Tour, 18:00 to 20:30. Booth before 16:30. Depart after 22:30.
- Sentosa Discovery Tour, 19:00 to 21:30. Booth before 17:30. Depart after 23:30.
Read the row as a pair. A landing at 09:00 does not make the heritage tour, because reporting closes at 08:30. A landing at 12:00 can aim at the 15:00 Sentosa tour if the booth deadline of 13:30 is realistic after you walk, and only if the onward flight leaves after 19:30. If your departure is 18:00, that row is closed to you even if you are bored and the bus is outside.
An early-morning arrival that misses every reporting time is a stay-airside layover, however long the connection looks on paper. That is a scheduling fact, not a failed visit.
Jewel, and why it is a different project
Jewel Changi Airport, including the Rain Vortex and the indoor garden, is on the landside. The airport's transfer page says transit passengers must clear arrival immigration to enter Singapore and visit it. Walking time from Terminal 2 or Terminal 3 is about 5 to 10 minutes once you are already in the public area, which does not include the queue at the checkpoint.
Jewel's FAQ recommends at least five hours of transit time for a comfortable visit, and reminds every passenger to check in for the onward flight at least two hours before departure. Work backwards. If the flight leaves at 18:00, you should be back at check-in by 16:00, earlier if your airline is stricter or you still need to drop a bag. Immigration out, the walk, a look at the waterfall, and immigration or check-in back in are the whole trip. Shopping "for an hour" only fits if the buffers are already safe.

Do not collect duty-free liquor and then decide to enter Singapore. The tour page already tells you those items have to be stored, and bringing goods through the checkpoint is a customs question, not a photo stop. Stay airside with the bag if that is simpler.
There is no need to buy a city attraction ticket to make a layover worthwhile. The Butterfly Garden does not require one. The tour, when you qualify, does not require one. Paid sights inside Jewel exist and are optional. Skip them if the clock is the constraint.
How to decide before you fly
Write the two flight times on one line. Subtract two hours before departure. Subtract the time you need to get from the aircraft to a booth or to immigration. What remains is the real window.
If the window covers a full tour row, book that one tour and ignore Jewel. If the window covers Jewel's five-hour advice and you may enter Singapore, book nothing and go straight to immigration with a hard turn-back time on your phone. If the window covers neither, stay in Terminal 3 or whichever terminal your onward gate uses, and treat the garden and a meal as the whole plan.
If this connection is one hop inside a longer route, drop both flight times into RoamerPlanner next to the tour row you picked, so a schedule change on either ticket is obvious the day the airline moves it. A checklist for the rest of the documents is in the international travel checklist.
FAQ
Can I see Jewel without a visa? Only if your nationality can enter Singapore without a visa, or you already hold one. Jewel is not in the transit area. ICA makes the entry decision.
Is the free tour actually free? Yes, for eligible transit passengers. Baggage storage, if you need it, is not free. The tour is not a substitute for a visa.
What if my bag is not through-checked? Do not plan on the tour. Collect the bag, and only enter the city if immigration rules and the clock both allow it.
Which terminal has the butterfly garden? Terminal 3, transit levels 2 and 3, posted as open 24 hours. Confirm on the day if your gate is in Terminal 4, because that adds a shuttle.
